I think Beadley was thinking of repopulating as a matter of course, but Torrance was specifically looking toward the potential workforce, and also defense force if needed.

But until the triffids are dealt with, does it make sense to invest all that effort and end up with just more mouths to feed with curtailed resources?

I can see if there were no triffids that there would be enough resources laying around to keep a sizable community going, but until then, it seems unworkable.
