I'm looking for Post-Apocalyptic films that are set anywhere but the US. I'm interested in how different cultures and societies might react and how the story might be different when, for example, there's less access to guns, or the city infrastructure is a good deal more basic, or the military response isn't as strong etc.
(This is a mirror to the post I made in the books forum)
I've already found "Survivors" (2008) and "Dead Set", but any further recommendations would be great.

Not sure if it really counts but Melancholia is set somewhere in Scandinavia. No guns. But not a traditional apocalyptic movie. It is stranga. Gonna post about it and see what other people thought.

These two French films may be of some interest....

The first is very dour and the second an odd, and very very dark, comedy with a post-apoc theme.
From a British POV I would suggest searching out the original 'Survivors' TV series from the 70's which perhaps offers you a more in-depth study of the 'what if' and although its dated now the themes it explores are very very good. The 2008 remake was not recieved very well over here, at least by those of us in the post-apoc community.
There is also the legendary 'Threads' which was a BBC docu-drama about a nuclear attack on the city of Sheffield and which is considered a classic along with a lesser known, but for my money equally powerfull, B&W film from the 60's called 'The War Game' which deals with a similar theme. The two BBC adaptations of 'Day of the Triffids' are also good with one from 1981 and another more recent (I think 2009) along with the film from the 50's.
There is also an Irish films called '100 Days' that is worth a look.
I am sure there are plenty of others as well.

Agree with Matov that you should check out the original Survivors, but don't bother with the third season, it's pretty terrible, and the second season is not great either - but the first is really wonderful. There is also the more recent series 'The Last Train' which was all on YouTube last time I looked - it is about a bunch of people who wake up from suspended animation on a train to find the world has been destroyed while they were being transported.
I sort of feel like it will be taking the piss if I mention 28 Days Later since it was so succesful and I'm sure you've seen it but a thread about non US PA films/ TV should at least mention it. Also, Where the Wind Blows if you haven't already seen it.
I LOVE Delicatessen - the PA scenario is quite hidden in it but when you know it is there the film becomes much more understandable. I'd recommend it if you like something a bit more oddball like A Boy and His Dog. Another French one I'd recommend is Luc Besson's first film Le Dernier Combat and if you don't mind 'arty' there is a short film from the 60s which is about people living underground after WWIII which is mostly made up of still images called La Jetee.
Japan has a few - Miyazaki's Nausicaa in the Valley of Wind is probably the most famous, along with Masamune Shirow's (Ghost in the Shell) Appleseed. There's a good anime series called Now and Then, Here and There which is quite depressing. For a less serious but easier to get ahold of anime there is the zombie series Highschool of the Dead which is full of T&A, it's a little embarassing but once you get used to it and try and see the funny side (in a Carry On... way) then it is quite enjoyable.
There are also a couple of live action Toho films called The Final War and The Last War which are both about WWIII.
There's a little known Australian PA film called Mad Max... 
I wonder if there are any Bollywood PA musicals...?

Pisma myortvogo cheloveka or Dead Man's Letters is like a Russian version of Threads. The dialog is in Russian, but I'm not entirely sure what country it's supposed to take place in. But it's really good if you can track it down.

I can remember renting a few of these from our local newsagents shop that diversified out into video rentals. What I remember about them is that when you saw them advertised as 'coming attractions' they looked fantastic but the reality was that they were so bad they were almost good.
